Do all the bookmakers charge a commission on winning bets?
Can you list the sites that do not charge commission if any?

No, bookmakers do not charge any commission on winnings. Only exchange charge on winnings. Exchange sites taken into account on this site are: BetFair, BetDaq and Betsson - Exchange. Note that Betsson has a fixed rate (4%) while BetFair and BetDaq usually start at 5% but offer a discount depending on your activity.
Note also that odds displayed on those sites do not take into account those commissions, thus to get the true odds you must remove it (formula is Net Odds = (Displayed Odds - 1) * 0. 95 + 1 (for 5% commission).
Commissions are taken into account when we display the surebets.
Discount can be taken into account in the calculator.
